This section has been revised and renamed as of February, 2022 to reflect the adoption of the 2018 By-Laws and the February 2022 adoption of two overall governing documents that replace the previous Executive Handbook (EHB). The previous EHB is no longer in effect as of February 19, 2022.
The former NMRA Regulations (adopted July, 2016 and replaced in 2018 by the NMRA By-Laws) and the former "Executive Handbook" are no longer in effect and have been replaced. The following changes have been underway since 2018 to reflect the newly adopted NMRA By-Laws (2018) and a re-ordering and simplification of the previous and no longer applicable Executive Handbook (EHB) into the newly adopted (February, 2022) Corporate Policies and Procedures Manual (CPPM) and the Program Policies and Procedures Manuals (PPPM).
The "NMRA By-Laws (PDF)" were adopted in May, 2018 by a membership vote, are now in effect, and replace the previous "NMRA Regulations." The amending authority for the "NMRA By-Laws" is a membership vote or a vote by the NMRA BOD.
The previous Executive Handbook has now been divided into two parts called the Corporate Policies and Procedures Manual (CPPM) and the Program Policies and Procedures Manual (PPPM). The amending authority for policy in both manuals is with the Board of Directors. The amending authority for all procedures is with the appropriate Officer or Department Head.
The "Corporate Policies and Procedures Manual" (CPPM) contains those elements that are specific to the operation of the NMRA as a corporation.
The "Program Policies and Procedures Manual" (PPPM) contains those elements that manage the operation of the various Departments within the NMRA.
